Amends Rule 40 to replace floating deadline references with fixed calendar dates for bill introduction during the second year of the biennium

Standard form bill requests from members must be submitted to Legislative Counsel by December 5th, with no content changes after January 15th and final approval by January 31st

Short form bill requests must be submitted by February 15th and approved for release by the second Friday after Town Meeting Day

Committees must approve standard form bills for public release by the last legislative day of March during the second year

Committees on Appropriations and Ways and Means are exempt from these deadlines and may submit requests and approve bills at any time
