Vermont House Resolution H.R. 13 affirms that all people are born equally free with inherent, inalienable rights and calls for a global ceasefire and an end to all war.

Cites the September 16, 2025 UN Human Rights Council Commission of Inquiry report concluding that Israeli authorities committed acts violating the Genocide Convention (Article II, subsections a, b, and c) and had genocidal intent against Palestinians in the Gaza Strip.

Calls for the initiation of truth and reconciliation processes, reparation of harm, promotion of recovery, support for the people of both Palestine and Israel in conflict resolution, and the end of apartheid.

References Vermont's historical precedent of opposing apartheid, including the 1986 enactment of Acts and Resolves No. 246, which removed State investments and deposits from South Africa.

Directs the Clerk of the House to send copies of the resolution to President Donald J. Trump, Israeli President Isaac Herzog, Palestinian Authority President Mahmoud Abbas, UN Secretary-General António Guterres, and the Vermont Congressional Delegation.
