Vermont applies to Congress for an Article V Convention of the States, which requires two-thirds of state legislatures (34 states) to submit similar applications before Congress must call a convention

Convention scope limited to three purposes: imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and establishing term limits for federal officials and members of Congress

Application remains in effect continuously until the required two-thirds threshold of state applications on the same subject is reached

Secretary of State directed to transmit copies to U.S. Senate and House leadership, Vermont's Congressional delegation, and presiding officers of all state legislatures
