Provides hospital, medical, dental, and prescription drug coverage equivalent to Vermont Medicaid to all state residents regardless of income, phased in by age: under 26 (2029), ages 55-64 (2030), ages 45-54 (2031), ages 35-44 (2032), and ages 26-34 (2033)

Requires the Secretary of Human Services to request federal approval by September 1, 2025 to amend Vermont's Global Commitment to Health Section 1115 waiver; if denied, the State will fund coverage entirely with state dollars

Agency of Human Services must develop cost estimates and a detailed implementation plan, due to legislative committees by January 15, 2026

Department of Taxes must report by January 15, 2027 on at least three payroll tax options to fund the State's share of costs, with a recommendation on administrative feasibility

Coverage provisions take effect January 1, 2029; reporting and planning requirements take effect upon passage
