Establishes the Office of Health Equity within the Vermont Department of Health to eliminate avoidable and unjust health disparities among Vermonters by addressing social, economic, and environmental factors affecting health outcomes

Creates a full-time Executive Director position, exempt from classified service, requiring qualifications in education, expertise, and experience with preference for professional degrees in public health, social or environmental justice, or related fields

Removes the temporary oversight role of the Executive Director of Racial Equity over the Health Equity Advisory Commission, as the new Office will assume these responsibilities

Maintains the Health Equity Advisory Commission's role in advising the Office on rules, policies, grants, and health needs of Black, Indigenous, and Persons of Color; LGBTQ individuals; and individuals with disabilities
