Raises the annual operating expense threshold for new health care services from $500,000 to $1.5 million for non-hospital facilities, and from $1 million to $3 million for hospitals

Increases the conceptual development phase threshold from $30 million to $100 million, requiring a two-phase certificate of need process for projects exceeding that amount

Excludes emergency and nonemergency ground ambulance services, affiliated agencies, and emergency medical personnel equipment from certificate of need requirements
