Expands Dr. Dynasaur program eligibility to pregnant individuals of any age with incomes up to 312% of the federal poverty level, effective January 1, 2026

Requires the Agency of Human Services to study and report by January 15, 2026 on the feasibility and costs of expanding Dr. Dynasaur to all Vermont residents under 26 years of age with incomes up to 312% FPL

Directs the Agency to also examine expanding Medicaid eligibility to non-pregnant adults ages 26-64 with incomes up to 312% FPL, including any needed federal waivers

Appropriates $600,000 in Global Commitment funds for fiscal year 2026 to implement the pregnant individual expansion ($180,000 state match, $420,000 federal funds)

Authorizes the Secretary to charge monthly premiums for pregnant individuals and children whose family income exceeds 195% of the federal poverty level
