Increases the capital cost threshold triggering certificate of need (CON) requirements from $1,500,000 to $10,000,000 for non-hospital health care facilities, and from $3,000,000 to $10,000,000 for hospitals

Raises the diagnostic/therapeutic equipment purchase threshold from $1,000,000 to $10,000,000 for non-hospitals and from $1,500,000 to $10,000,000 for hospitals

Increases the annual operating expense threshold for new health care services or technology from $500,000 to $10,000,000 for non-hospitals and from $1,000,000 to $10,000,000 for hospitals

Raises the threshold requiring a conceptual development phase CON from $30,000,000 to $50,000,000, and increases allowable pre-application expenditures to $10,000,000 for all facilities

Exempts health care services and facility projects from CON requirements when they result from a contract awarded by the State of Vermont; effective date is July 1, 2025
