Prohibits student use of cell phones and personal electronic devices during the school day (arrival to dismissal) in public schools, independent schools, career and technical education centers, and prequalified private prekindergarten programs

Requires each school board or governing body to adopt a policy that may prohibit bringing devices to school, require devices be placed in designated areas, or use lockable pouches or device lockers

Provides exceptions for students with documented medical needs (verified by a licensed physician or nurse practitioner) or those with cell phone use specified in an IEP or 504 plan

Bans schools from communicating with students through social media and prohibits requiring or permitting students to use social media for school activities, homework, sports, or extracurricular activities

Takes effect December 1, 2025, with findings section effective July 1, 2025
