Prohibits distributing deceptive synthetic media (AI-generated or manipulated images, audio, or video) within 90 days before a Vermont election without a disclosure stating the content was digitally manipulated and depicts speech or conduct that did not occur.

Requires disclosures to appear in readable text for the full duration of videos, and to be spoken at the beginning, end, and every two minutes for audio recordings longer than two minutes.

Exempts news organizations covering synthetic media as part of legitimate journalism, satire and parody content, telecommunications/internet service providers for third-party content, and broadcasters required by federal law to air candidate advertisements.

Establishes fines of up to $1,000 for violations, increasing to $5,000 if intent to cause violence exists, $10,000 for repeat violations within five years, and $15,000 for repeat violations with violent intent.

Allows affected candidates to seek injunctive relief and authorizes the Attorney General or State's Attorneys to investigate violations and bring enforcement actions, with the act taking effect upon passage (signed March 5, 2026).
