Extends the deadline for owners of three or more acres of impervious surface in the Lake Champlain and Lake Memphremagog watersheds to obtain stormwater permits from October 1, 2023 to October 1, 2028

Extends the 0.22 percent clean water surcharge on property transfer taxes from July 1, 2027 to July 1, 2036, with the surcharge scheduled to be repealed entirely on July 1, 2039

Creates the Local Community Implementation Special Fund with at least $1,000,000 annually from the Clean Water Fund, plus an initial $5,000,000 transfer in fiscal year 2025, to provide grants to municipalities for stormwater permitting of residential subdivisions and orphan systems

Authorizes municipalities that assume full legal responsibility for a stormwater system to assess municipal impact fees on users, provided fees are fairly apportioned based on benefits received

Adds grants to municipalities and property owners for stormwater permitting compliance costs as a first-priority funding category from the Clean Water Fund
