Amends the Governor's emergency powers under 20 V.S.A. § 9 to allow authorization of dam water level drawdowns in anticipation of flood events likely to cause substantial damage or injury to persons or property

Permits the Agency of Natural Resources, in consultation with the Governor, to waive applicable permits and restrictions under 10 V.S.A. chapter 47 and Vermont Water Quality Standards during declared emergencies

Requires the Governor and Secretary of Natural Resources to have significant reason to believe the drawdown will decrease risk of substantial damage before issuing waivers

Dam operators acting under a waiver must make every effort to minimize environmental impact of the water level drawdown

Takes effect upon passage
