Only the Governor, in consultation with the Vermont Attorney General, may enter into, modify, or extend federal immigration enforcement agreements under 8 U.S.C. § 1357(g) or customs agreements under 19 U.S.C. § 1401(i)

Removes previous exception that allowed state, county, or municipal law enforcement agencies to independently enter immigration agreements during declared state or national emergencies

Prohibits any public agency, officer, employee, agent, or independent contractor from entering into these federal immigration agreements without explicit Governor authorization

Signed by the Governor on May 21, 2025 and took effect immediately upon passage
