Creates a Motor Vehicle Purchase Cancellation Study Committee to examine allowing purchasers to return vehicles to dealerships or cancel purchase contracts within a limited time period

Committee membership includes seven members: Commissioner of Motor Vehicles (Chair), Secretary of Transportation, Commissioners for Children and Families and Financial Regulation, Attorney General, Vermont Vehicle and Automotive Distributors Association, and Vermont Legal Aid

Committee must examine current legal rights for vehicle purchasers, potential statutory changes, and impacts on both consumers and dealerships

Report due to House and Senate Transportation Committees by January 15, 2026; committee ceases to exist February 15, 2026

Effective date July 1, 2025, with first meeting required by September 1, 2025; members compensated for up to four meetings from Agency of Transportation funds
