Establishes dual leadership of Vermont's workforce system by designating both the Commissioner of Labor and the Executive Director of the Office of Workforce Strategy and Development as co-leaders of workforce education and employment training

Assigns the Commissioner of Labor responsibility for administering Department of Labor programs, operating job centers, maintaining an electronic job board, providing reemployment services for layoffs and closures, and serving as State Workforce Administrator under federal WIOA

Assigns the Executive Director responsibility for developing a comprehensive statewide workforce strategy with measurable goals and a biennial operational plan, maintaining a public inventory of all workforce programs, and coordinating across public and private sectors

Requires a comprehensive biennial workforce report to the Governor and legislative committees by December 1, replacing the previous annual reporting requirement, with the Department of Labor's apprenticeship report incorporated into this consolidated report

Takes effect July 1, 2025
