Requires certification applicants to be at least 18 years old, demonstrate competencies through experience/training/education, and pass criminal background checks

Mandates Medicaid reimbursement for certified doula services during pregnancy, labor, delivery, and postpartum, regardless of pregnancy outcome, though travel time and mileage are excluded

Certification program takes effect July 1, 2026; Medicaid coverage begins on the later of July 1, 2026 or federal approval of a required state plan amendment
