Law enforcement officers at the Department of Fish and Wildlife, Department of Liquor and Lottery, and Department of Motor Vehicles, plus state-employed firefighters, must be placed on a step pay plan allowing them to reach the highest pay grade step after 18 years and 6 months of service.

Collective bargaining rights are preserved for determining the number of steps, time in each step, and advancement conditions within the pay plan structure.

Affected employees whose current pay plan does not meet requirements as of January 1, 2025 must be transitioned to a compliant plan by July 1, 2025.

Employees transitioning to the new pay plan on July 1, 2025 will be placed one step higher than they would have been under the previous plan.

The State must engage in impact negotiations with the Vermont State Employees Association to implement these changes.
