Streamlines ACO certification requirements by consolidating 17 detailed criteria into 8 broader standards, with a new option for simplified certification of Medicare-only ACOs

Establishes new ACO fees: $10,000 for initial certification, $2,000 annually to maintain certification, and $125,000 for each budget review

Creates separate budget review timelines for general hospitals (fiscal year starting October 1, budget set by September 15) and psychiatric hospitals (fiscal year starting January 1, budget set by December 15)
