Prohibits operating vehicles with modified exhaust systems lacking proper mufflers, including gutted mufflers, muffler cutouts, straight pipe exhausts, or noise-amplifying modifications; motorcycles manufactured after December 31, 1985 must comply with federal EPA labeling and muffler requirements

Requires motor trucks and truck tractors with engine compression brake devices ("Jake brakes") to be equipped with mufflers to prevent excessive noise, with an exception for emergency braking situations

Vehicles violating exhaust or compression brake muffler requirements will fail state inspection; civil penalties range from $250-$750 for compression brake violations

Directs the Department of Motor Vehicles to adopt implementing rules by July 1, 2026, conduct public outreach on the new requirements, and submit a report by December 15, 2025 proposing maximum vehicle sound levels and enforcement procedures

Effective dates: rulemaking and report requirements take effect July 1, 2025; exhaust modification and compression brake provisions take effect July 1, 2026
