Appropriates $14.15 million in FY2026 for vehicle incentive programs: $10 million for new plug-in electric vehicles, $3 million for MileageSmart, $1 million for Replace Your Ride, and $150,000 for eBikes, plus $1.28 million for public transit bridge funding.

Creates a $0.30 retail delivery fee on taxable goods delivered to Vermont addresses (excluding pickup orders), with revenue deposited into the Transportation Fund to support public transit services.

Establishes a revenue-neutral motor vehicle efficiency fee/rebate system ("feebate") at initial registration, charging fees on less efficient new vehicles and providing rebates for more efficient ones within each vehicle class (light trucks, passenger cars, SUVs).

Reduces local cost-share requirements for rural towns on state-funded highway and bridge projects, lowering municipal match from 10% to 2.5-5% depending on program type, and increases state disaster aid reimbursement rates for smaller municipalities.

Requires landlords and common interest communities to allow tenants and unit owners to install electric vehicle charging equipment, mandates public EV chargers accept credit cards, and directs the Agency of Transportation to implement public outreach campaigns on transit, active transportation, EVs, idling, and safe passing.
