Appropriates $9.9 million from Vermont's Opioid Abatement Special Fund for fiscal year 2026 to address opioid use disorder through prevention, treatment, and recovery services

Allocates $1,976,000 to fund 26 outreach and case management staff positions, and $1,100,000 for grants to establish an overdose prevention center in Burlington

Provides $1,200,000 for certified recovery residences (including at least two new facilities), $1,050,000 for syringe services, and $800,000 for contingency management programs

Distributes funding to multiple community organizations for youth programs, homeless shelter services, employment services, peer support specialists, and rural treatment expansion across various Vermont counties

Requires all grant recipients to collect and report outcome and measurement data to the issuing department; effective date is July 1, 2025
