Agency of Human Services must submit a report to legislative committees by November 1, 2025 analyzing "benefits cliffs" in public assistance programs

Report must include an inventory of all public assistance benefits and programs administered by the Agency, with eligibility requirements and funding sources for each

Analysis required of after-tax earnings and public resources available to households at different income levels to identify where earning more results in less total net resources

Agency must provide policy recommendations to reduce or eliminate benefits cliffs to advance economic mobility for households receiving public assistance

Effective date: July 1, 2025
