Requires the State to reimburse the Department of Fish and Wildlife for fee revenue lost when the General Assembly authorizes free hunting, fishing, trapping, combination, or lifetime licenses issued on or after July 1, 2025

Reimbursement amount equals the full fee that would have been received if the license holder had paid

Commissioner of Fish and Wildlife must maintain accounting of lost revenue and submit annual report to the Department of Finance and Management by January 15

Commissioner of Finance and Management must transfer reimbursement from the General Fund to the Fish and Wildlife Fund within 60 days of receiving the annual accounting

Effective date: July 1, 2025
