Transfers rulemaking authority for the program from the Agency of Agriculture, Food and Markets to the Department for Children and Families' Office of Economic Opportunity

Requires rule amendments to expand the definition of "companion animal" to include rabbits, increase eligible animals per owner to five, and extend voucher validity to eight weeks

Mandates veterinarian reimbursement within 30 days and requires posting participating veterinarians' names on the program website; effective July 1, 2025
