Repeals the citizen suit provision (10 V.S.A. § 594) of the Global Warming Solutions Act, which had allowed private parties to sue the state for failing to meet greenhouse gas reduction requirements

Replaces Vermont's tiered greenhouse gas reduction requirements (26% by 2025, 40% by 2030, 80% by 2050 from baseline years) with a single goal of achieving net zero emissions across all sectors by January 1, 2035

Converts the Vermont Climate Council from a body that sets binding requirements to an advisory body that makes recommendations to the Secretary of Natural Resources, and reduces Council membership by eliminating several positions

Renames the Renewable Energy Standard to the Clean Energy Standard (CES), expanding it to include non-renewable clean energy sources that do not emit greenhouse gases, and accelerates the 100% clean energy target to January 1, 2030

Establishes a new Renewable Energy for Communities Program requiring retail electricity providers to solicit distributed renewable generation projects that benefit marginalized communities, affordable housing tenants, and municipal buildings
