Defines "unborn child" as offspring of human beings prior to birth and deems an unborn child a person for purposes of Vermont criminal offenses when the unborn child suffers bodily injury or death as a result of a crime

Removes prosecutorial burden to prove the defendant knew or should have known the victim was pregnant, or that the defendant intended to harm the unborn child

Explicitly exempts from prosecution: the pregnant woman for actions regarding her own unborn child, any person for consensual abortion procedures, and any person providing medical treatment to the pregnant woman or unborn child

Allows the General Assembly to appoint cosponsoring legislators to intervene as a matter of right in any constitutional challenge to the act

Takes effect immediately upon passage
