Eliminates criminal penalties for possessing or dispensing regulated drugs (cocaine, heroin, fentanyl, methamphetamine, LSD, hallucinogens, ecstasy) in amounts at or below a "benchmark personal use supply" to be determined by a new Drug Use Health and Safety Advisory Board

Creates the Community Care, Health, and Safety Special Fund, funded by 40% of cannabis excise tax revenue and 15% of Opioid Abatement Special Fund disbursements, to provide grants for harm reduction services, overdose prevention centers, syringe programs, and substance use treatment

Establishes a 13-member Drug Use Health and Safety Advisory Board to set benchmark personal use quantities for each regulated drug and oversee grant distribution, with members appointed by legislative leadership and Vermont Law School

Requires law enforcement to provide health needs screening information and referral to VT Helplink for anyone found possessing personal use quantities, with a $50 gift card incentive for completing the screening

Maintains criminal penalties for drug sales and for possession or dispensing of amounts exceeding personal use thresholds, with existing penalty structures for larger quantities remaining unchanged
