Department of Health must establish and maintain a registry for all kratom products sold in Vermont, with processors and distributors required to register annually and pay fees covering administrative costs

Kratom products are prohibited from containing controlled substances, synthesized materials, compounds inhibiting certain enzymes, or excessive residual solvents, and cannot be sold in combustible, vaporizable, or injectable forms or packaged to appeal to children

Labels must include warnings against use by persons under 21, pregnant or breastfeeding individuals, a habit-forming statement, FDA disclaimer, serving instructions, and alkaloid content listing

Sales to individuals 21 or younger carry penalties of up to 1 year imprisonment and $1,000 fine for first offense; selling unregistered products carries fines up to $5,000 per product ($10,000 for repeat violations)
