Waives or reduces DMV fees for specific groups: free initial nondriver ID cards for individuals who surrender licenses due to physical/mental conditions or former foster youth under 23; reduced $20 license fees for individuals receiving SSI or SSDI benefits (effective July 1, 2026)

Establishes new bicycle traffic rules: bicyclists must obey traffic-control signals, may proceed on "walk" signals while yielding to others, and must not ride more than two abreast; creates bicycle-specific signal standards with green, yellow, and red signal meanings

Exempts state, county, municipal, volunteer fire department, ambulance, and rescue organization electric vehicles from EV infrastructure fees; allows nonprofit organizations to obtain disability parking placards for volunteer drivers transporting disabled or blind individuals

Authorizes early renewal of operator's licenses and nondriver ID cards with prorated fee reductions; changes privilege cards to display "non-Real ID" instead of "privilege card"; expands ATV maximum width from 64 to 72 inches
