Removes "supervisory" employees from the list of excluded workers under the Judiciary Employees Labor Relations Act, allowing judiciary supervisors to organize and bargain collectively

Raises the signature threshold for decertification petitions from 30% to 50% plus one of bargaining unit employees across multiple labor relations statutes covering state employees, municipal employees, teachers, private sector workers, direct support providers, and early care and education providers

Requires decertification petitions to be provided to the current bargaining agent at the same time they are filed with the Labor Relations Board

Requires a majority of all votes cast (rather than 51% affirmative/negative vote) to certify or decertify a bargaining representative

Takes effect July 1, 2025
