Expands the Vermont National Guard Tuition Benefit Program to cover graduate degrees and second baccalaureate degrees, in addition to the currently covered undergraduate certificates and first bachelor's degrees

Members pursuing graduate degrees must sign a promissory note agreeing to work full-time in Vermont (or actively seek full-time Vermont employment if unemployed) after receiving the degree until their service commitment is satisfied

Tuition benefits may be terminated if a graduate degree recipient fails to meet the Vermont employment requirement

Allows members who previously received an undergraduate degree through the Program to also pursue a graduate degree under the Program
