Municipalities may regulate restricted landing areas (private airstrips) through zoning bylaws, including their location, construction, repair, maintenance, and alteration

Restricted landing areas are excluded from Act 250 jurisdiction, meaning construction or operation of private airstrips will not trigger state land use permit requirements

Creates the Aviation Advisory Council, a 10-member body chaired by the Secretary of Transportation, to advise on aviation policy, facility use, environmental impacts, and policies to address aerial harassment and private airstrip proliferation

Requires the Agency of Transportation to track and publicly publish flight data at State-owned airports, including date, time, aircraft type, elevation, and takeoff/landing information, updated quarterly on a searchable website

Appropriates $191,000 from the Transportation Fund in FY2026: $100,000 for data tracking technology and $91,000 for a new Airport Data Technician position, with data collection to begin by January 1, 2026
