$250,000 appropriated from the General Fund in fiscal year 2026 to contract with an external organization to complete the packaging needs assessment

Chemical conversion of plastic is prohibited in Vermont, including processes such as pyrolysis, gasification, solvolysis, and combustion used to transform plastic into fuels, chemical feedstocks, or other petroleum products

Construction, operation, or modification of any facility using chemical conversion technologies is banned, including converting existing solid waste facilities

State prohibited from providing subsidies, grants, tax breaks, or any other incentives to support chemical conversion technology development
