Employers with 50 or more employees at a Vermont workplace must design, adopt, and implement a transportation demand management (TDM) plan to reduce vehicle miles traveled by January 1, 2026

TDM measures include telecommuting, incentives for carpooling, walking, bicycling, public transit use, and staggered work shifts

Employers must consult resources including the Agency of Transportation's TDM Guidance document, Go! Vermont, mass transit authorities, municipalities, or regional planning commissions when developing their plans

The Secretary of Transportation may adopt rules establishing requirements for the content of TDM plans

Adds new Chapter 23 to Title 21 of Vermont Statutes Annotated governing employer-provided transportation demand management
