Establishes privacy requirements for mobile identification (digital driver's licenses), including "attribute authentication" allowing age verification without revealing birth date, and "selective disclosure" letting holders control which data fields are shared during verification

Prohibits law enforcement from taking physical possession of a device to access mobile identification; requires verification systems to prevent tracking of where and when mobile IDs are accessed

Bars digital service providers, app developers, and verification system operators from collecting, retaining, or sharing mobile ID data except as required by law; limits data requests to only what is reasonably necessary for the transaction

Creates private right of action with damages of $2,500 for negligent violations and $5,000 for intentional violations, plus actual damages, attorney's fees, and injunctive relief; Attorney General may also enforce as unfair commercial practice

Restricts automated traffic law enforcement (ATLE) system images to speeding enforcement only, limits access to violations within prior 12 months, exempts images from public records requests, and prohibits their use in subpoenas or discovery except for speeding enforcement proceedings
