Directs the Commissioner of Environmental Conservation to adopt low carbon fuel standards for gasoline, diesel, and substitute fuels, with a target of reducing greenhouse gas emissions per unit of fuel energy by 10 percent below 2018 levels by 2030

Allows multiple fuel types to meet standards including biofuels, biogas, natural gas, hydrogen, and electricity, with a credit trading system for compliance

Exempts importers of less than 500,000 gallons annually, as well as fuel used in farm vehicles, logging trucks, construction equipment, watercraft, and railroad locomotives

Requires at least six public meetings across geographically diverse counties before rulemaking, with interim reports to the General Assembly by September 1, 2027 and March 1, 2028

Final proposed rules must be filed with the Secretary of State by January 15, 2029, with the act taking effect July 1, 2026
