Requires all postsecondary schools operating in Vermont to adopt an academic freedom policy by August 1, 2027

Mandates policies guarantee faculty freedom to discuss any material relevant to courses they are assigned to teach

Prohibits unreasonable restrictions on instructional methods

Grants faculty the same freedom of expression outside the workplace as private citizens, with the requirement that faculty disclaim institutional representation when their statements could reasonably be perceived as speaking on behalf of the school

Takes effect July 1, 2026
