Allows exceptions for price differences based solely on the actual cost of providing a product to a specific consumer, discounts offered equally to all consumers with proper notice and written consent, and licensed insurance companies complying with state rate standards

Defines "electronic surveillance technology" as systems using machine learning, statistics, or artificial intelligence to collect or retain personally identifiable information

Violations are treated as consumer protection violations under existing law, with the Attorney General authorized to investigate and bring civil actions, and affected consumers granted private rights of action

Takes effect July 1, 2026
