VT S0209

Prohibits civil arrest while a person is traveling to, entering, remaining at, or returning from court proceedings, polling places, educational institutions, social services establishments, places of worship, child care facilities, and health care facilities

Defines "civil arrest" as arrest for obtaining a person's presence at a civil proceeding, including immigration proceedings, but excludes temporary mental health custody under 18 V.S.A. § 7504 and § 7505(b)

Creates exceptions allowing arrests pursuant to judicial warrants or court orders, for contempt of court, or to maintain order and safety in courts

Establishes remedies including civil liability for false imprisonment, private civil actions for damages and attorney's fees, and Attorney General enforcement authority for injunctive relief

Takes effect upon passage and amends 12 V.S.A. § 3577, which currently provides arrest privileges for state officials and court participants
