Agency of Natural Resources (ANR) may delegate to municipalities the authority to conduct technical review of potable water supply and wastewater system connections when the municipality owns and controls the water main and sewer collection lines

ANR is required to adopt a general permit for municipal potable water supply and wastewater system connections reviewed by delegated municipalities

Municipalities seeking delegation must be qualified to perform technical review, receive authorization from their legislative body, and ensure adequate capacity exists in the public water system before issuing permits

Permit fee of $500 established for projects permitted under the municipal potable water supply or wastewater system connection general permit

Effective date: July 1, 2026
