Prekindergarten students in geographically isolated Vermont school districts may use State tuition funds to attend prekindergarten programs in New Hampshire if the program is approved under New Hampshire law and located within 25 miles of the Vermont border.

School districts must pay tuition for 10 hours per week for 35 weeks at the same statewide rate paid to Vermont prequalified providers.

The State Board of Education must establish a definition for "geographically isolated school district" and create an enrollment process for out-of-state prekindergarten programs.

The State Board of Education and Department for Children and Families must initiate rulemaking by January 1, 2027 to implement these provisions.

Effective date: July 1, 2026.
