Requires civics education in all Vermont public schools K-12, including two 45-minute social studies blocks per week for K-2, four blocks per week for grades 3-5, a one-semester civics course in middle school, and a full-year civics course required for high school graduation

Mandates project-based assessments for middle and high school students, including service learning or community-based activities, with no fees charged to students or families for participation

Creates a "civic seal" recognition that school districts may award on high school diplomas to students demonstrating civic excellence through project-based assessments and coursework

Establishes the Civics Education Special Fund to provide funding to school districts, supported by appropriations, interest earnings, and public/private donations subject to advisory council review for neutrality

Implementation begins in the 2027-2028 school year with full implementation in 2028-2029; effective date July 1, 2026
