Expands the definition of "emergency personnel" to include law enforcement officers certified by the Vermont Criminal Justice Council, in addition to firefighters and emergency medical personnel

Creates a new $80,000 disability benefit for emergency personnel who suffer permanent total disability in the line of duty, which does not diminish other state or federal benefits they may receive

Adds the Executive Director of the Vermont Criminal Justice Council to the Emergency Personnel Survivors Benefit and Disability Benefits Review Board

Defines "line of duty" for law enforcement officers as service responding to complaints, disorders, or emergencies, including travel to and from such incidents

Effective date of July 1, 2026
