Creates the Water Quality, Lake Classification, and Antidegradation Study Group to review Vermont's existing water quality frameworks, policies, and classification systems for state waters

Study Group membership includes 4 legislators, the Secretary of Natural Resources or designee, a DEC water quality scientist, 2 business/industry representatives, 2 environmental advocacy representatives, and 1 Federation of Vermont Lakes and Ponds representative

Study Group must inventory existing water classifications, assess federal Clean Water Act compliance obligations, evaluate Class A water regulations, and determine whether current systems adequately protect lakes and ponds

Report with findings and legislative recommendations due to the General Assembly by December 15, 2026; first meeting required by August 1, 2026; Study Group ceases to exist February 15, 2027

Member compensation for up to 8 meetings is contingent upon a fiscal year 2027 General Fund appropriation to the General Assembly for this purpose
