Prohibits any person, corporation, or entity from offering, providing, or advertising mental health services delivered by artificial intelligence systems in Vermont, with violations treated as Consumer Protection Act violations carrying a $10,000 civil penalty per violation.

Bars licensed mental health professionals from using AI to make therapeutic decisions, issue direct therapeutic communications, generate treatment plans, or detect/interpret emotions or mental states.

Permits mental health professionals to use AI for administrative support tasks (scheduling, billing, record-keeping, analyzing deidentified data) provided the professional reviews and assumes responsibility for all AI outputs.

Requires written informed consent from patients or their legal guardians before mental health professionals may use AI for transcription or recording purposes.

Adds AI misuse by mental health professionals to the statutory list of unprofessional conduct, which can result in license denial or disciplinary action.
