Prohibits the use, operation, and construction of chemical conversion technology facilities in Vermont, including processes like pyrolysis, gasification, and combustion that transform plastic into fuels or chemical feedstocks

Bans state financial incentives (subsidies, grants, tax breaks) for chemical conversion technology development

Prohibits medical solution containers with intentionally added DEHP (di(2-ethylhexyl) phthalate) beginning January 1, 2030, and medical tubing with intentionally added DEHP beginning January 1, 2035, with exemptions for blood collection bags and apheresis kits

Bans the sale of personal care products and designated cleaning products containing plastic microbeads (particles 5mm or less) beginning January 1, 2029

Takes effect July 1, 2027
