Requires a majority of governing board members of nonprofit public transit systems to be appointed by the legislative bodies of the municipalities they serve

Mandates that board membership be proportional to the population of municipalities served when multiple municipalities are involved

Noncompliant transit systems must adopt amended bylaws by July 31, 2026, and file copies with the House and Senate Committees on Transportation by November 15, 2026

Current board members may serve out their existing terms before the new appointment requirements apply

Directs the Agency of Transportation to ensure all nonprofit public transit systems are aware of and comply with applicable state and federal laws through annual oversight meetings
