Students aged 15 and older enrolled in Vermont public or independent high schools may complete driver education classroom requirements through an asynchronous online course as an alternative to in-person instruction.

Online courses must meet content standards from the Novice Teen Driver Education and Training Administrative Standards and require joint approval from the Agency of Education and Department of Motor Vehicles.

Approved online courses must include student identity verification, performance measurement tools, rotating exam questions, and time tracking for each student.

Online course providers must store content and student data on secure servers with safeguards against data breaches, protect private information from unauthorized access, and provide technical support.

Effective date: July 1, 2026.
