Authorizes the Board of Liquor and Lottery to sell lottery tickets, products, and subscriptions through mobile applications, mobile devices, or the internet

Requires all online lottery purchases to be initiated and received within Vermont, with incidental intermediate routing outside the state not affecting purchase validity

Exempts personal financial and wager information, trade secrets, business records, and security-related records from public inspection under the Public Records Act

Requires the Board to publish proposed procedures on the Department's website and hold at least two public hearings before adopting new procedures

Takes effect July 1, 2026
