Eliminates the 30% THC concentration limit for cannabis flower and increases the THC limit for concentrate products from 60% to 70%; raises the maximum THC per package from 100mg to 110mg.

Doubles the retail transaction limit from one ounce to two ounces of cannabis or equivalent products per transaction, with corresponding updates to personal possession limits.

Creates four new permit types: event permits ($250), event administrator endorsements ($500/year), delivery permits ($500/year), and on-premises consumption permits ($1,000/year) for licensed retailers.

Reduces the cannabis excise tax from 14% to 10% and relaxes advertising rules by increasing the allowable under-21 audience threshold from 15% to 30% while eliminating mandatory pre-approval of advertisements by the Cannabis Control Board.

Requires municipalities that have not previously voted on cannabis establishment authorization to hold a ballot vote at the 2026 general election; appropriates $1,000,000 to the Cannabis Business Development Fund and $5,600,000 to the Vermont Land Access and Opportunity Board.
